The Washington Coalition of Sexual Assault Programs (WCSAP) is a statewide membership organization, based in Olympia, Washington and is committed to eliminating sexual violence and fostering social change. The mission of the Washington Coalition of Sexual Assault Programs is to unite agencies engaged in the elimination of sexual violence, through education, victim services, and social change. WCSAP provides information, training and expertise to program and individual members who support victims, family and friends, the general public, and all those whose lives have been affected by sexual assault.
WCSAP is seeking an experienced Associate Director to join the WCSAP team to manage WCSAP’s internal operations, create systems to advance overall agency administration and supervise identified staff. The position oversees agency grant compliance, agency and program budgets, grant writes, oversees membership relations, and provides training and delivers technical assistance and consultation to member programs and individuals.
The applicant must have proven human relations and senior management experience as well as experience within sexual violence field. Additionally, the applicant must be tactical in delivering project tasks under tight deadlines, be able to multi-task, work well independently and in a team setting, have demonstrated high level experience in managing multiple diverse projects and staff, and have strong quality communication skills and a willingness to learn. TITLE: Associate Director
SALARY: $62,000- $70,000
SUPERVISOR: Executive Director
STATUS: Full-time, Exempt Position
Goal Statement: To manage WCSAP’s internal operations and develop systems to advance overall agency administration. Supervision of identified staff, grant writing, budget oversight, contract compliance, membership relations, training, technical assistance and consultation to member programs and individuals.
Essential Responsibilities and Duties:
Human Resources
- Supervise identified staff and support agency’s staff (in conjunction with Executive Director and Program Manager).
- Manage agency’s recruitment and hiring processes and coordinate new staff orientation.
- Work with Executive Director to evaluate staffing needs.
- Oversee position review process. Maintain current job descriptions for each staff position and ensure clarity and consistency across positions.
- Develop team cohesion and learning activities. Plan staff retreats.
- Oversee agency’s compliance with employment law.
- Administer and maintain agency’s benefit programs.
- Administer and maintain agency’s D&O insurance and liability policies.
- Maintain, update, and distribute employee personnel handbook and policies.
- Serve as agency’s Acting Director in absence of Executive Director.
Budget and Finances
· Develop and monitor agency’s budget with agency’s accountant and Executive director.
· Oversee compliance and reporting in accordance with Generally Accepted Accounting Principles, in conjunction with Accountant and Executive Director.
· Ensure timely reporting to grant managers.
· Support the Program Manager by ensuring they receive timely budget updates and that they have information to make appropriate budgeting decisions.
Agency Planning and Evaluation
· Oversee agency’s work planning processes.
· Develop methods of measuring if staff performance and programmatic activities align with organizational goals.
· Develop and oversee outcome evaluation processes for overall agency products.
· Coordinate agency planning processes as needed.
· Produce the agency annual report.
Grant Writing
· Work with Executive Director to identify potential new funding sources and develop proposals.
· Work with Program Manager to identify areas of programmatic need and identify potential funding sources.
Contract Compliance
- Maintain up-to-date contract files, ensuring that all records are maintained in accordance with the requirements of each contract.
- Submit timely and accurate reports to all grant managers, as required by contracts.
- Coordinate all designated grant activities and develop internal activity work plan and timelines in collaboration with other WCSAP staff involved in the grant.
- In conjunction with staff and Program Manager, ensure contracts remain within budget limitations and meet outlined products, deliverables, and objectives.
- Participate in all planning (state partners), interagency (collaboration on grant activities with key partners) and workgroup (State advisory-type group) meetings as needed.
Provide technical assistance, consultation, and support relevant to sexual violence
· Reach out and/or respond to Coalition member programs/individuals, state grant recipients, stakeholders and other community programs and individuals request for information, resources and referrals.
· Collect, develop and disseminate information and resources.
· Build and maintain relationships.
· Develop and provide training as needed.
Membership
· Oversee and collect WCSAP membership feedback regarding membership benefits and service utilization
· Develop and maintain membership materials for new and potential members
· Plan and facilitate membership meetings
Participate in activities such as meetings, ad hoc groups, and taskforces related to the mission and vision of WCSAP.
· Represent WCSAP at state and national partner meetings as designated
· Coordinate information sharing between WCSAP and other key stakeholders.
Participate in Agency Operations
- Ensure all agency meetings and committees are scheduled and staffed.
- Coordinate and participate in agency meetings, retreats, annual conference, safety committee and other internal workgroups. Ensure minute review and archiving.
- Attend local and national trainings and meetings on issues related to Coalition work.
- Coordinate and contribute to WCSAP social media/communications workgroup.
Ability to occasionally travel within and outside of Washington State. Must have current driver’s license and car insurance if driving own vehicle or renting a car for WCSAP purposes.
Required to be available by phone and email for staff, work activities and agency emergencies. WCSAP will pay a monthly stipend or provide a work phone.
Must be able to exchange accurate information. The person in this position frequently communicates with state partners, funders, coworkers, coalition members and stakeholders.
Adheres to all agency policies and practices.
Other tasks as assigned by supervisor to carry out WCSAP's mission and work.

Qualifications and Skills:
· An understanding of and an agreement with WCSAP’s mission statement and philosophy regarding the elimination of sexual violence, empowerment, inclusiveness, and social change.
· Advanced degree in Human Resources/Management or closely related field and at minimum 6 years of extensive senior level management and supervision experience.
· Comprehensive knowledge of nonprofit management, including organizational development, policy development, board and committee structures, personnel management, and nonprofit governance.
· Experience which demonstrates high level supervision, HR compliance, agency policy design, fiscal design, evaluation design, and contract compliance.
· Years of demonstrated experience and competence with budgets over $700,000.
· Demonstrated successful grant writing and grant obtainment.
· Direct experience managing sexual assault services and technical assistance providers.
Specific Skill Sets: fund development and grant writing, budgeting and fiscal oversight, nonprofit management, supervision and coaching, ability to analyze complex situations, critical thinking, effective communication, group facilitation, training design, attention to detail, Microsoft office and databases, developing and managing projects, professionalism, creative problem solving, working independently, ability to work with a diverse group of people and concepts, collaboration and coordination skills.
Physical Demands
In performing the regular duties of this job, the employee is required to:
· Remain in a stationary position for long periods of time
· Occasionally move about inside the office to access file cabinets, office equipment, office shelves, etc.
· Constantly operate a computer and other office equipment, such as a calculator, copy machine.
· Frequently move audio/visual equipment, training materials, and office supplies weighing up to 25 pounds.
· Occasionally sets up training/meeting spaces.
