Virginia Peninsula Community College welcomes applications for an Associate Director for Accessibility Services. Founded in 1967, we serve the cities of Hampton, Newport News, Poquoson, and Williamsburg as well as counties of James City and York. As of Academic year 2021-2022, our college was the sixth largest in the Virginia Community College System in terms of students served. The college is nestled in the backyard of the NASA Langley Research Center, Jefferson Lab, multiple military bases, the largest nuclear ship and submarine building company in the United States, the Virginia Space Grant Consortium, Colonial Williamsburg, and several major medical and healthcare institutions. The Office of Accessibility Services at the Virginia Peninsula Community College is responsible for coordinating and leading compliance with the Americans with Disabilities Act regarding accommodations for students with disabilities. The department is responsible for providing all accommodations in multiple learning environments such as the physical classroom and virtual campus (on-line), as well as any co-curricular sites, i.e., internships, externships, student teaching, events, etc. The institution is required by federal legislation, the Americans with Disabilities Act Amendments Act (ADAAA) and Section 504, to provide services specifically outlined as accommodations for students with disabilities.
This position will oversee the administration and coordination of daily operations and administrative functions for the student accommodation process and student academic testing. The incumbent will coordinate and provide overall policy management regarding ADA standards of accessibility and ensure students disclosing a disability are provided reasonable programmatic, and physical access accommodations to programs at Virginia Peninsula Community College as mandated by Section 504 of the Rehabilitation Act, the Americans with Disabilities Act (ADA), and amendments to ADA.
This position acts as a resource to the campus community to ensure equal access for students, guests, and visitors with disabilities. More specifically, this position provides academic support, advising, and counseling to students with both physical and non-physical disabilities. The Associate Director also serves alumni, incoming, prospective, non-degree seeking students, and students with temporary disabilities. This position provides advising and support to faculty and staff as it relates to their work with students with disabilities in their classes and programs. The Associate Director coordinates the accommodations offered through Office of Accessibility Services, promotes services to the campus and community, provides ongoing training, and enforces the institution’s compliance with the federal, state, and local laws and regulations.
Primary responsibilities include but are not limited to: coordinate the delivery and application of learning strategies, environmental adaptations, and accommodations to promote successful integration of students with disabilities within the college environment, and provide information to prospective students, family members, and educators regarding services for students with disabilities at Virginia Peninsula Community College. This position oversees the student complaints and concerns processes for the department. The Associate Director consults with professors, other support programs and offices to solve access and disability-related student accommodation concerns across the disability spectrum.
Reporting to the Dean for Retention and Student Success and in an effort to promote successful integration of students with disabilities within the college environment, the Associate Director: provides needs assessments; interprets documentation to determine reasonable and appropriate accommodations; coordinates the delivery and application of learning strategies, environmental adaptations, auxiliary aides, counseling, referrals, and provision of accommodations in accordance with Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990. The Associate Director assumes responsibilities, with guidance from the Dean for Retention and Student Success, for the development and implementation of program goals, policies, and procedures which affect operations and accessibility of curricular and co-curricular activities for prospective students and family members with disabilities at Virginia Peninsula Community College.
The Associate Director for Accessibility Services serves as support and point of contact to educate, train, and guide institutional programs in understanding disability access, rights, and responsibilities. The position directly supervises, manages the performance of, and trains the Office of Accessibility Services staff.
In summary, this position requires specialized experience providing accommodations in a post-secondary setting to students with various disabilities. This position is responsible for assisting the Dean for Retention and Student Success and working collaboratively with the Disability Specialists on all campuses, to ensure institutional compliance with the provisions of the Americans with Disabilities Act and Sections 504 of the Rehabilitation Act; developing a network of academic support services and resources for students with documented disabilities, coordinating appropriate accommodations for students with disabilities, promoting disability awareness to include: professional development and outreach to faculty and staff, and coordinating department staff activities and functions. The Associate Director will support and implement the vision, mission, and values of Virginia Peninsula Community College.
- A Master’s Degree in Counseling, Rehabilitation Counseling, Psychology, Education, Special Education, Social Work, or a job-related field.
- Considerable progressively responsible professional student services work experience, which includes experience in advising or working individually and in groups with young adults with disabilities in an educational or community setting, and in analysis and resolution of complex student accommodation and services problems.
- Considerable supervisory, program development and management experience with professional staff in an agency, educational, or corporate setting.
- Experience with legal framework involving accommodations for students with disabilities and federal laws and regulations. Thorough knowledge of diagnostic assessments including medical, psychological, and educational documentation.
- Experience evaluating the needs of students with disabilities in higher education and providing reasonable accommodations.
- Comprehensive knowledge of Section 504 of the Rehabilitation Act of 1973, Fair Housing Act, and the Americans with Disabilities Act (ADA) of 1990 as amended.
- Strong working knowledge of Title I and Title III of the ADAAA.
- Excellent verbal and written communication skills.
- Experience and understanding of student development.
- Previous in a post-secondary institution, particularly community college experience.
- Experience with accommodation and case management software.
- Experience providing reasonable accommodations based on disabilities.
- Professional work experience within higher education developing and implementing policy.
- Knowledge of statewide agencies/resources for individuals with disabilities.
- Administrative experience in large organizations, and with use of online enterprise systems.
- Experience using web-based information systems (i.e., PeopleSoft or similar).
- Experience with assistive technology for persons with disabilities.
- Experience overseeing students with disabilities’ use of technologies such as electronic readers, screen readers, note taking software etc.
- Experience in the provision of co-curricular or campus life related accommodations including Emotional Support Animals (ESA).
