The Quinault Nation (herein called the "Owner") will receive sealed Bid Packages for the Tenant
Improvements to be made to the Queets Woodworks and Fish House until 10:00 AM on November 6,
2017 at the Administration Building located at 1214 Aalis Dr, Taholah, Washington 98587. No
electronic bids will be accepted.
Bona fide bidders may obtain copies of the proposed contract documents, including plans and
specifications by depositing $125.00 ($100 refundable) with the Architect for each set of documents.
Copies will be issued commencing at 1:00 PM on October 11, 2017 from the office of Shaman
Architects; phone number (916) 934-9167. Deposits will be refunded to each firm who returns the
documents in good condition within ten days after bid opening.
This Invitation for Bid (IFB) will give preference to Indian owned and operated businesses, and requires
compliance with the Quinault Tribal Employment Rights Office (TERO) will be mandatory. Please note
that a TERO Compliance Plan will be required, and a TERO fee of 1% of the total contract amount will
apply to this project. Bidders will be required to respond to the questions and provide a statement to the
Owner in accordance with Section 1 and corresponding Exhibits of the Instruction to Bidders.
A pre-bid conference is scheduled for October 16, 2017 at the Queets Woodworks & Fish House at 1:00
PM. This pre-bid conference is not mandatory but bidders are urged to inspect the site where services are
to be performed and to satisfy themselves as to all general and local condition that may affect the cost of
performance of the contract to the extent such information is reasonably obtainable. In no event will a
failure to inspect the site constitute grounds for withdrawal of a bid after opening or constitute grounds
for a claim after contract award.
A bid guarantee in the form of a certified check or bank draft payable to the Owner, irrevocable letter of
credit, U.S. Government bonds, or a satisfactory bid bond executed by the bidder in an amount equal to
five percent (5%) of the bid, is required to be submitted with each bid. An itemized cost breakdown,
separating materials and labor, as instructed in bid package is required with each bid.
Work must be completed for all schedules within ninety (90) calendar days of Notice to Proceed.
A single contract will be awarded to a prime contractor for the full project. The contract will be awarded
to the responsible bidder whose bid, conforming with all the material terms and conditions of the
invitation for bids, is the lowest in price. Only bids meeting all of the bid requirements included herein
shall be considered for award.
Bids will be opened at the Quinault Nation Administration Building in the lobby, 1214 Aalis Dr, Taholah,
on November 6, 2017 at 10:00 AM by Lynn Crist, QIN representative. Bids may not be withdrawn for a
period of 30 days following the opening of bids without the consent of the Owner.
Bids become the property of the Quinault Nation and will not be returned. The Quinault Nation may
reject any and all bids and make further calls for bids in the same manner as the original call. The
Quinault Nation also reserves the right to waive any informalities in the bids received.
