Job Title: Director of Planning and Community Development
Department: Planning and Community Development
Reports To: Tribal Administrator
FLSA Status: Exempt
Salary Range: 12/13 ($44.27)

SUMMARY: The Director of Planning and Community Development will provide direction, leadership and general oversight to the Tribe’s Planning and Community Development Department. The Department comprises Tribal Housing, Utilities, Construction, Real Estate, Program Services, Transportation, and Planning divisions. The Director ensures all initiatives align with the Tribe’s cultural values, strategic goals, and regulatory requirements. With a strong focus on budgetary and fiscal management, the Director oversees complex capital projects, program management, and ensures adherence to procurement policies, engaging with the community to drive sustainable development.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned:

  • Plans, directs and oversees all programs assigned to the Department including programs such as:

1. Housing: NAHASDA compliance and Indian Housing Plan development, Housing Commission coordination, tenant services (financial counseling, home sales, tenant relations, renovation and new construction planning, animal control efforts, and weatherization programs).

2. Maintenance: Coordinating facilities management, service contracts and managing maintenance, repairs of facilities, and janitorial services.

3. Program Services: Administrative management of departmental budgets, departmental purchasing and transit system operations.

4. Tribal Realty: Oversees management of Tribal real estate assets and land acquisition.

5. Public Works: Water and waste water system and facilities management, including supervision of staff and oversight of contracted technical operator contract.

6. Construction: Management of a variety of Tribal rehabilitation, remodel and new construction projects, including buildings, roads, parking lots, etc.

7. Planning: Grant writing and capital project funding development, construction grant/contract compliance and administrations, strategic program and project planning, community development planning including infrastructure, transportation, transit, and parks and recreation planning. Construction coordination and construction management: advanced facilities planning, project design, contract administration,

  • Manages multiple capital improvement projects, ensuring adherence to budgetary constraints, procurement policies, and financial management practices. Effectively coordinates with departments, engineers, and external agencies.
  • Manages Department’s financial resources including the development of budgets.
  • Develops, implements and monitors departmental goals and objectives.
  • Makes routine presentations to Tribal Council on the status of various projects and conducts public meeting/hearings as necessary to gather community input.
  • In consultation and coordination with Tribal leadership and the Legal Department, develops complex policies and Tribal ordinances.
  • Coordinates the development of strategic plans and facilitates tribal-wide planning initiatives.
  • Oversees grants and federal funding contracts awarded to the Tribe for various programs within the purview of the Department.
  • Set priorities and direction for grant writing and other funding development for the Tribe.

SUPERVISORY RESPONSIBILITIES: This position has supervisory responsibilities for various managers and a total work force of approximately 30 employees.

  • Knowledge of facilities management, water system and wastewater reclamation and treatment plan operation, and the construction process.
  • Ability to read and understand construction plans and specifications.
  • Demonstrated ability to write scopes of work for contract services and develop program planning documents.
  • Demonstrated ability to write successful grant applications and project proposals for federal and state funding sources.
  • Experience with some or all of these: BIA Roads and Real Estate, IHS Utilities, HUD Indian Housing and WSDOT program experience.

EDUCATION and/or EXPERIENCE: Master of Arts in business administration, urban planning, environmental planning or related field and four (4) years of progressively responsible and varied supervisory and managerial work experience related to the essential functions of this position, OR Bachelor’s Degree in business administration, urban planning, environmental planning or related field and six (6) years of progressively responsible and varied supervisory and managerial work experience related to planning and community development, including at least three (3) years in a management role overseeing complex projects in land use, infrastructure, housing OR Associate of Arts Degree in business administration, urban planning, environmental planning or related field and eight (8) years of progressively responsible and varied supervisory and managerial
work experience related to five (5) years in a management role overseeing complex projects in land use, infrastructure, housing.

LANGUAGE SKILLS: Ability to read, analyze and interpret financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups and/or boards.

MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. Ability to apply analysis of variance, correlation techniques and sampling theory.

REASONING ABILITY: Able to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
