Healthy Families Program, Home Visitor
The Home Visitor provides in-home visitation services and case management to families with children, prenatal to age 3. Primary focus is on supporting families by providing them child development information, healthy pregnancy information, and parenting skill development, including traditional parenting practices. The home visitor will also provide developmental screenings, teach parenting groups, make referrals for additional resources, and assist parents (expectant mothers, fathers, grandparents, legal guardians) in setting goals. Position is located at the SPIPA TANF office in Tacoma, WA.
Responsibilities:
· Carry a caseload of 15 – 18 families, providing a minimum of 10 – 15 home visits per month; including routine and consistent follow up.
· Implement the Parents As Teachers curriculum.
· Provide culturally appropriate parent instruction and delivery of child development information to tribal families in the Pierce County service area
· Provide information about healthy pregnancies and promote breastfeeding
· Support parents in developing effective parenting strategies
· Conduct reliable and valid developmental screening of all children in the program
· Provide resource referrals to local, tribal and community services
· Teach/Facilitate monthly parent/family group meetings using Parents As Teachers curriculum
· Model positive parenting strategies to assist parents/families to more effectively raise their children and provide a safe and effective learning environment
· Adhere to the mission of the Healthy Families Project and promote cultural preservation and traditional parenting practices
· Recruit families for participation in project
· Attend required training and meetings
· Represent the home visitation program at various tribal and local events in supporting tribal families and their children
· Complete and submit reports from all visits and group activities
· Complete and submit all other required program data entry, evaluation and financial reports within timelines as required
· Perform other duties and responsibilities as determine by immediate supervisor or program coordinator
· Help families improve economic self-sufficiency by promoting job preparation, work and healthy relationships.
· Provide referral services in prevention efforts of teen pregnancies
· Encourage and promote involvement of both parents in childhood development.
· Provide opportunities for parents to learn multiple skills that will assist them in: developing and maintaining positive, healthy relationships and stable environments for their children; coping with demands of modern families; maintaining traditional values and parenting skills
· Assist with the set up and cleanup of classes, events, meetings and activities
· Work with Activities Assistant to create mailers for events and send to client lists
The Home Visitor, as an employee of the South Puget Intertribal Planning Agency, is expected to collaborate, engage, and work closely with all SPIPA programs to fully support the agency’s Vision, Mission, and Core Values in accordance with all agency directives.
Knowledge, Skills, & Abilities:
· Extensive Knowledge of child development, best parenting practices, and healthy family structure
· Knowledge of healthy pregnancies and breastfeeding
· Knowledge of local, tribal, and community resources
· Understanding of early childhood screening processes for ages birth-3 years
· Ability to form partnerships with a variety of agencies
· Ability to drive to home visits and meetings
· Ability to form close, caring, non-judgmental relationships with parents/caregivers
· Ability to maintain confidentiality
· Demonstrated ability to communicate professionally, verbally and in writing
· Working knowledge of data collection and computer system processes
· Ability to demonstrate knowledge and respect of tribal culture and values of the tribal community.
· Ability to work effectively both independently and cooperatively with others as a team to develop projects
· Ability to gain an understanding of Federal TANF regulations and Federal/Tribal Indian Child Welfare services
· Must have knowledge of TANF Program
· Ability to communicate clearly verbally and in writing
· Must have strong computer skills with three plus years using Microsoft Office or similar software
Minimum Qualifications:
· Bachelor’s Degree from an accredited university in Early Childhood Education, Social Work or related field and a minimum of one year experience providing services to families; or
Associate’s Degree or equivalent in Early Childhood Education, Social Work, or a related field and two years of experience working with families; or High School Diploma/GED and three years of experience working in Early Childhood Education/ Development with families.
· Successful completion of the Parents As Teachers Certification as soon as this training is available is required.
· Attend all trainings and become qualified with screening tools ASQ 3 & ASQ Social/Emotional (Ages & Stages); Completion of Questionnaire and Life Skills Progression (LSP) scale required.
· Two years’ experience working directly with Native American communities and tribal families preferred.
· Previous experience with data management systems (preferably PENELOPE), including regular and consistent data entry/input experience.
· Must have CPR & First Aid training or obtain within 60 days of hire.
· Strong computer skills with three years’ experience with Microsoft Office.
· Valid Washington State Driver’s License.
· Must pass a background investigation, including relevant criminal history and a pre-employment drug test.
Physical Abilities: Bending at the waist; sitting for extended periods of time; dexterity of hands and fingers to operate a computer keyboard; hearing and speaking to exchange information; seeing to read reports and data; occasionally lifting medium objects generally less than 20 pounds. Travel to other SPIPA or Tribal locations. Ability to operate a motor vehicle safely.

Salary/Fringe Benefits: Compensation for this position has a starting range of $19.66 to $21.87/hr. DOQ (based on 37.5 hour work week). Benefits include medical, dental, vision, life insurance and agency contribution to a retirement program.
