Job Description:
Provides professional confidential human resources work in support of a large County department and serves as subject matter expert to the departments they serve. As assigned, work may include coordinating recruitment efforts, advising payroll and finance staff, responding to questions on employee benefits and resolving employee issues, coordinating all personnel forms and transactions, assisting with collective bargaining and contract administration, and coordinating special events. As assigned, incumbent may serve as a lead worker, assigning work and monitoring work completion or supervise paraprofessional and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures. Considerable judgment and independent action is exercised and the work requires a high level of discretion and the application of administrative, management and business skills.
ESSENTIAL FUNCTIONS:
- Provides professional human resources analysis and program administration support for County departments. Serves as a liaison between department staff and Human Resources department. Work may include: coordinating recruitment processes; administering payroll and benefit enrollment processes; assisting with collective bargaining, contract administration and other union-related issues; and coordinating employee development and wellness activities.
- Reviews and responds to requests and inquiries; advises and provides information to management, staff and other stakeholders regarding human resource policies, procedures and practices; researches, gathers and provides program information and resources; interprets and explains policies; and provides program and procedure recommendations to address needs and resolve issues.
- Researches, gathers, analyzes and evaluates data and information; monitors trends; summarizes information; prepares management reports to support decision making and policy development.Updates job classifications and county policies.
- Maintains program documents, employee files and records; prepares activity reports, agendas, meeting materials, and correspondence; develops or coordinates the implementation of communication tools and methods.
- Monitors and maintains confidential system data, files, records and reporting; monitors and implements information tracking systems.
- Documents all employee personnel actions and reconciles benefits such as insurance and paid leave with employees’ department and payroll department. Maintains employee benefits on vendor web applications. Assists Director with job re-classification reviews.

Knows the products they personally produce and the customers of each product. Listens to the “Voice of the Customer” and closes gaps between customer expectations and experience whenever possible.
- Performs other duties of a similar nature and level as assigned; regular work attendance is required.
- Bachelor’s degree in human resources, business/public administration or related field and five years of
- professional human resources experience.
- Additional relevant education or directly related experience may count towards minimum qualifications on a year
- for year basis at the discretion of the hiring manager.
- Knowledge of supervisory principles, practices and techniques (based on assignment); techniques and methods for organizing, prioritizing, assigning and monitoring work (based on assignment); practices and methods of coaching and leading the work of others (based on assignment); principles and practices of program administration and management; principles and applications of critical thinking and analysis;
- principles and methods of qualitative and quantitative research; best practices, trends and emerging technologies; project management principles; basic budget administration;
- applicable federal, state and local laws, codes, regulations (based on assignment); customer satisfaction principles.
- Skill in supervising and evaluating staff performance (based on assignment); training and coaching staff (based on assignment);
- coordinating deadlines, prioritizing work demands and assigning/monitoring work performed (based on assignment);
- administering and monitoring human resources programs, processes and/or projects; gathering data, analyzing findings and applying logic and reason;
- researching industry trends, solutions and best practices; interpreting, monitoring and reporting financial information, program data and statistics;
- authoring and preparing original reports, documents and presentations; monitoring project schedules, status and compliance;
- organizing and maintaining human resource program/process documentation, data, schedule, records and files; coordinating deadlines and prioritizing competing demands;
- interpreting and applying applicable laws, codes, regulations and standards (based on assignment);
- providing customer satisfaction; utilizing a computer and relevant software applications;
- utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction.
- Depending on assignment, may require PHR or SHRM-CP certification.
- Reports to Human Resources Director; may supervise other HR staff or temporary staff.
- Must pass a County physical examination which includes a drug test after offer of employment. Valid Driver’s License required or must have the ability to obtain transportation to attend off-site meetings and trainings.
- Subject to criminal background and credit history review.
- Must pass a 60 wpm keyboard test and successfully complete intermediate level Microsoft Word and Excel tests administered by the Human Resources Department. You will be contacted after the application deadline to schedule a time for testing.
