This is a full-time, overtime-exempt position at the Olympia Campus of The Evergreen State College. This position is an “at-will” appointment, exempt from Washington State Civil Service rules and the Fair Labor Standards Act overtime requirements.

Position Purpose

The Director of Institutional Research and Decision Support is responsible for conducting research and studies on The Evergreen State College, including data collection, analysis, reporting, and stewardship. The Director deploys data visualization and analytics to support student success, learning outcomes assessment, inclusive excellence, and advancement functions at the College. In particular, the Director works in collaboration with members of the Student and Academic Life leadership team to support strategic planning and decision-making. This position is also responsible for ensuring compliance with the College’s federal and state reporting requirements and for working closely with College leaders to elevate the data story of Evergreen.

Nature and Scope

The Director of Institutional Research and Decision Support reports to the Provost and Vice President for Student and Academic Life and is part of the Provost’s leadership team, which includes seven Deans, two Vice Provosts, the Washington Center Director, the Academic Systems and Deans Area Manager, and the Division’s Executive Associate.

Essential Functions

• Supervise a team of professional and student staff and work in collaboration with the Provost, the Provost’s leadership team, and stakeholders from a variety of offices to accomplish the essential functions of the position and support of the College’s planning and decision-making.
• Create and lead a culture of collaborative, data-informed decision-making, and operations.
• Collect, manage, analyze, and disseminate qualitative and quantitative data, including, but not limited to, student retention rates, graduation rates, engagement, success, and satisfaction with Evergreen experiences.
• Ensure compliance with the College’s federal reporting requirements (e.g., IPEDs) as well as those of the state of Washington. 
• Coordinate the College’s participation in national studies (e.g., National Survey of Student Engagement).
• Develop, maintain, and promote resources that the College community can use to find essential statistical data about Evergreen.
• Serve as institutional representative through public presentations and on statewide committees related to reporting systems and performance accountability measures and processes.
• Review, share, and make recommendations on implications of proposed legislation and policy changes regarding outcomes reporting and performance indicators for higher education.
• Collect and disseminate data to support College planning and evaluation of the College’s strategic progress.
• Develop and implement strategies to increase campus data literacy in support of data-informed decision-making, including:
o Collaborate with the College’s cross-divisional data stewards to develop and maintain standardized data definitions, reports, and analytical approaches to support data-informed decision-making throughout the College.
o Collaborate with the College’s data generators to provide training and professional development on data-related skills and literacies the community to ensure best data management and security practices, and to promote data democracy. 
• Serve as a leader within the College for issues related to accreditation, including:
o Serve as the College’s accreditation liaison officer with the Northwest Commission on Colleges and Universities (NWCCU). 
o Oversee creation and timely submission of self-studies and other reports.
o Oversee data collection, including metrics and objectives to support mission fulfillment.
o Gather and provide feedback on behalf of the College as invited by NWCCU regarding proposed changes to accreditation process.
o Communicate updated accreditation information to key institutional stakeholders.
o Attend relevant trainings provided by NWCCU.
• Support and collaborate with the Director of Evergreen’s learning and teaching center, faculty, and members of the Student and Academic Life Leadership Team to develop and maintain an integrated educational assessment program to promote curricular and pedagogical innovation and improvement.
• Develop and deploy tools, including surveys and other sustainable data collection methods and analysis practices, to gauge student learning outcomes, retention, and alumni outcomes in accordance with the College’s mission and priorities.
• Provide data to support the deans to build a curriculum that accommodates anticipated numbers of new and continuing students. 
• Provide data to faculty to use to assess the delivery and content of the curriculum.
• Provide high level and in-depth analysis on data collected with an emphasis on actionable feedback.
• Conduct other research to inform decision-making on critical issues facing the College as needed.
• Oversee Institutional Review Board (IRB) administration.
• Serve on relevant committees, working groups, and task forces.
• Manage Institutional Research and accreditation budgets.
• Supervise and leverage capacity of Institutional Research staff to meet the office’s primary objectives. 
• Other duties as assigned.

Additional Duties  
Knowledge Skills and Abilities

• Ability to understand, manage, interpret, and assure quality and security of complex data sets from multiple sources, including highly confidential data.
• High level of proficiency in survey design, qualitative and quantitative data analysis, and evaluation strategies.
• Proficiency in Microsoft Office, statistical packages (e.g., SPSS, R), and online survey software (e.g., Qualtrics), SASSSQL, and Banner.
• Knowledge of enterprise resource planning (ERP) systems and database reporting tools.
• Exceptional written, verbal, and visual communication skills.
• Excellent analytical, interpersonal, collaboration, and organizational skills.
• Ability to work independently and oversee multiple tasks simultaneously.
• Ability to collaborate effectively as a member of a team that may include faculty, staff, students and other community members.
• Excellent statistical and analytical skills, with an ability to explain complex data analysis to a diverse set of constituencies in a clear and concise manner.
• Knowledge of quantitative and qualitative research methods, statistics, Microsoft Excel, and relational databases.
• Knowledge of state and federal requirements for the gathering, reporting, and dissemination of data from higher education institutions.
• Excellent interactive presentation skills.
• Competence in research methodologies, statistical methods, and data collection and interpretation relevant to issues and developments in higher education.
• Ability to work with discretion when dealing with confidential information.

Minimum Qualifications

• Master’s degree or higher from a regionally accredited higher education institution.
• Five years of progressively responsible experience in applied research, including data collection, research design, database creation and maintenance, and project management.
• Experience connecting institutional research and data analysis to assessment activities.

Desired Qualifications

• Experience with current and emerging data visualization techniques and knowledge of appropriate software packages that facilitate visualization.
• Experience with regional and/or professional accreditation processes.
• Progressively responsible professional experience in a higher education setting.
• Experience supervising staff.
• Experience with advanced data extraction tools, such as SQL servers or similar.
• Experience with Washington State’s public higher education reporting systems, such as PCHEES and ERDC P-20W warehouse.
