Position Purpose |
Under general supervision of the Associate Vice President (AVP) for Facilities Services, this position is responsible for the coordination and oversight of The Evergreen State College (Evergreen) construction projects using the General Conditions for Washington State Facility Construction. The incumbent develops internal procedures and best practices for Evergreen’s capital project section in regard to public works, manages in-house Tenant Improvement projects, and manages other projects on an as needed basis. The work requires working knowledge of AutoCAD, MS Project, and other Microsoft software, such as Word, Excel, and Outlook.

Essential Functions |
• Manage multiple minor projects and major construction project(s) totaling $10 million or more in construction cost using Washington State public works methods. • Plan and schedule the major activities that must take place in order to complete projects in a timely and efficient manner. • Make critical decisions necessary to keep projects on schedule and within budget while involving key stakeholders. • Practice effective communications throughout the organization and maintain the highest standards of professional and ethical conduct. • Mitigate conflicts, claims, and disputes using advanced management, negotiation, and personnel skills, as well as advanced building design, technical engineering, and construction project management skills. • Ensure that the design and construction projects managed are completed to the satisfaction of the College, are completed on time and within budget, and are managed in accordance with state law. • In collaboration with the AVP Facilities Services, develop internal procedures and best practices for the Evergreen capital projects section in regard to alternative public works procurement options. • Negotiate and communicate with senior level management, building officials, and regulatory agencies. • Procure and negotiate design and construction services within delegated authority. • Manage and provide monthly updates on scope, schedule, and budget for each project assigned. Updates may be requested more frequently. • Work with and provide direct services to in-house clients, including development of capital projects based on approved program goals, resolving client questions and concerns, and keeping clients informed of project status. • Review and evaluate construction documents, material submittals, and shop drawings prepared by consultants and/or contractors for new construction, building, and site renovation projects; ensure compliance with institution design and contract management standards. • Review and recommend action on change orders; review, maintain and take action on all project documents. • Manage public works projects beginning with scope, schedule, and budget development through construction and project closeout. • Prepare cost estimates for planning purposes.

• Advanced knowledge, skills, and ability managing major construction projects using General Conditions for Washington State Facility Construction and alternative public works methods. • Advanced knowledge, skills, and ability managing major construction projects from programming predesign through project close-out, including management of the project scope, schedule, and budget. • Advanced management, negotiation, and personnel skills. • Advanced building design, technical engineering, construction processes, and project management skills, including consultant selection process, OMWBE goals, progress payment, project closeout requirements, and project budget development and administration. • Skills to communicate effectively with experienced professional project staff and site representative and with a wide variety of client agencies, design professionals, and construction contractors. • Knowledge of WACs, RCWs, SEPA, ADA regulations, legislative process, and governmental policies and procedures. • Knowledge of the theory, principles, and practice of facilities planning, including pre-design programming, economic evaluation, scheduling, and procedures for preparation of development and submission of data for capital projects. • Ability to work as a team player and foster a cooperative working relationship among the project team. • Knowledge of the theory, principals, and practices of architectural design and construction with emphasis on planning and design of public buildings and educational facilities. • Knowledge of design service costs, construction costs, government capital budget procedures, and estimating building construction costs. • Knowledge of applicable statutes and policies affecting architecture, engineering, energy, planning, cost control, construction contracting, and public works. • Ability to make timely and responsive decisions, taking appropriate calculated risks. • Knowledge of construction permitting processes through the authority having jurisdiction (AHJ).

• Bachelor’s degree in architecture, engineering, building construction, or related field and seven years of experience in the design or construction professions or equivalent education/experience. • Progressively responsible experience, within the past ten years, of managing three or more major construction projects using General Conditions for Washington State Facility Construction and alternative public works contracting. • Professional architect or engineer licensed in the state of Washington. • Experience in public works contracting.

Conditions of Employment |
• Must provide proof of identity and employment eligibility within three days of beginning work. • This position is part of a bargaining unit and covered by a collective bargaining agreement. • Prior to a new hire, a background check including criminal record history will be conducted. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant’s suitability and competence to perform in the position.
