The Senior Planner - Environmental and Utility Services is an innovative and strategic thinker who develops policy options and manages planning projects for multiple utilities including surface, water, wastewater and solid waste management. This position requires significant collaboration among division, department, and city-wide staff on a variety of exciting projects to further the delivery of high quality utility and environmental services to our community. This position will be a key member of the city's Environmental and Utility Services Division of Public Works and will work independently and in teams.
Essential Duties:
- Serves as a planning lead in areas such as: stormwater management, watershed planning, environmental/ecological initiatives, water supply and wastewater comprehensive planning, developing policies and processes, and coordinating efforts to advance the City's initiatives and vision.
- Responsible and accountable for activities related to development, evaluation, amendment and implementation of utility initiatives, policies and management plans; envisioning the output, defining scope of work, conducting technical research and studies, collecting and analyzing data, evaluating and formulating options and solutions, preparing staff reports, and presenting recommendations.
- Project management, including such things as, defining scope of work and consultant selection, steering and refining project design, refining project plans and specifications, managing consultants, managing project implementation.
- Prepares technical information on zoning and municipal code updates, functional plans, master plans, and technical studies.
- Coordinates and communicates with internal departments and external agencies; persuades and resolves issues related to planning procedures, policies and codes.
- May identify and underwrite grant applications for programs assigned, including coordinating activities necessary to secure the grants and coordinating grant administration.
UPON CLOSER LOOK:
Knowledge of:
- Principles, practices and techniques of urban planning, utility management, and environmental management.
- Local government legislative processes and techniques.
- Federal, State and local regulations and policies with regard to community planning, growth management and environmental management.
- Use of GIS and associated software, as well as a variety of contemporary office software, hardware and business machines.
- Methods and techniques of community engagement.
- Grant writing, management and coordination of grant funded projects.
Skill in:
- Communicating effectively in writing and verbally, including public speaking to technical and non-technical audiences.
- Working on collaborative internal and external teams and maintaining positive relationships.

- Strategic planning.
- Effectively troubleshooting problems and resolving conflicts.
Ability to:
- Develop and carry out program and project assignments to advance the City's vision and interests; formulate, organize and implement program activities and improvements

- Define and conduct research related to projects and issues assigned; gather and analyze data for compilation
- Conduct analysis and prepare and communicate recommendations in relation to the
- City's operational directives, complying with applicable Federal, State or local regulations.
DO YOU HAVE WHAT IT TAKES:
Education and Experience:
- Bachelor's degree in urban planning, engineering, environmental science, public policy or closely related field.
- Four or more years of related work experience is required.
- Master's degree is preferred.
Licenses and Requirements:
- Valid Washington State driver's license by date of hire.
- Driving record that meets or exceeds city standards.
- Fulfillment of bargaining unit membership is required within 30 days of hire.

Working Conditions:
Attendance at meetings or special events will require working occasional evenings and weekend hours. Work is performed primarily at City Hall with site visits to project sites and occasional trips for training or regional meetings. May occasionally lift up to 30 pounds.
