Job Title: Maintenance Crew Foreman Department: Public Works
Reports To: Public Facilities Manager Effective Date: April 1, 2007
This is a full-time, overtime eligible position. The Maintenance Crew Foreman is not a Civil Service
employee, and union membership (or lawful membership alternative) is required. The Employee in
the position is expected to be present during normal working hours Monday through Friday. It is not anticipated that the employee in this position will be required to attend meetings other than during normal business hours. The Maintenance Crew Foreman will be required to maintain required credentials and certifications. The Maintenance Crew Foreman may be called back to work before or after regularly scheduled work hours or on scheduled days off when the needs of the City require such additional work.
FUNCTION AND PURPOSE
The Maintenance Crew Foreman routinely supervises and coordinates a crew and participates in the
routine maintenance and construction of public works improvements for the City. The Maintenance
Crew Foreman may assist the Public Facilities Manager in analyzing, evaluating, and/or planning the needs of the City in public works programs. Employee in this classification is responsible for the
efficient and effective use of equipment, materials and personnel to complete maintenance and
construction projects in a timely and cost-effective manner. Work is performed with considerable
independence under the general direction of the Public Facilities Manager. The City Administrator
will evaluate work for quality and timeliness of completed projects through reports, observations and results obtained.
SUPERVISION RESPONSIBILITIES
The Maintenance Crew Foreman provides direct supervision, ranging from continuous to minimal,
to all field personnel, including part-time employees, seasonal employees, community service
workers or temporary employees as assigned. Supervision may be exercised over all functions and
staff of the Public Works Department. Work involves assigning projects to subordinates,
coordinating field activities, ensuring that projects are completed as scheduled, establishing work priorities, and fully participating in all field activities.
JOB DUTIES AND RESPONSIBILITIES

I. Scope of Responsibility
The Maintenance Crew Foreman shall:
* be responsible for all building maintenance
* perform all regular and recurring installation, repair and maintenance work in the Streets,
Water, Wastewater, Stormwater and Parks and Cemetery Divisions
II. Operations and Maintenance
The Maintenance Crew Foreman:
* determines the locations of stormwater, water, and sewer lines from the appropriate sources prior to excavation
* reads water meters, installs water meters, and does water meter maintenance and testing
* ensures proper maintenance of equipment and tools by cleaning and checking equipment and
tools after use
* performs routine inspections and preventative maintenance on assigned equipment
* performs all duties in conformance to appropriate safety and security standards
* performs required labor involved in construction and maintenance projects as part of a crew,
including pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair,
laying, and backfilling
* cuts, fits, lays, repairs, taps, cleans and flushes water mains, pipe, gates and fittings on repair of
mains, services, and installation of services, fire hydrants and drinking fountains
* assists in shutting off broken sections of water mains
* installs and maintains street signs
* performs street repair and maintenance, such as patching
* performs all estimates in water, sewer, street, and storm system for residential and commercial
hook ups and improvements
* shut off water services to non-paying customers as assigned
* perform plumbing duties in City facilities for water and sewer services
• provide maintenance assistance in other areas of the Public Works Department as assigned
• orders parts and performs inventory of parts, tools and facilities
* oversees maintenance of park and open space areas such as baseball and soccer fields, basketball
courts, and other recreational facilities, and maintenance of sprinkler systems, drinking
fountains, restrooms, and park equipment and furnishings

* performs routine maintenance on lawn and power equipment
* plants lawns, trees, shrubs and flowers, and prunes when necessary
* oversees the seeding, fertilizing, top dressing, soil conditioning, watering, and the pest and weed
control of the City’s parks and open spaces
* oversees all pesticide applications in parks, streets, and other facilities
* maintains and adjusts specialized turf care equipment and tools, including electric motors,
pumps, sprinklers, tractors, mowers, and irrigation systems
* operates tractors, mowers, jack hammers, welders, trucks, and other listed equipment as needed
* maintains current skills and knowledge in the proper and safe techniques of building and
grounds maintenance functions
* opens and closes, locks and unlocks facilities as needed
* moves and sets up furniture, pictures, etc., as needed and assigned
III. Public Contact
The Maintenance Crew Foreman will, from time to time, have personal or telephone contact with the City’s customers, and therefore is a highly-visible representative of the City. He/she will have
contact with customers regarding water meters, meter readings, and shut-off’s. The Maintenance
Crew Foreman will be required to respond to complaints regarding water leaks, pressure loss or no
water. In addition, a requirement of this position will be to contact residents and business owners in areas where services will be discontinued and explain when services will be shut off and how soon it will be turned back on. The Maintenance Crew Foreman must have the ability to resolve citizen complaints, including follow-up investigation and research regarding water, sewer, street, and drainage related problems.
TOOLS AND EQUIPMENT USED
The Maintenance Crew Foreman will be required to use motorized vehicles and equipment,
including but not limited to:
* dump truck, van utility truck, plate compactor, street roller, man lift, grader, boom truck
* saws, pump, compressor, sander, generator
* common hand and power tool
* shovel, wrench,
* detection devices, mobile radio, phone,
* back hoe, lawn and landscaping equipment, including tractor and mower
* chainsaw, edger, weed trimmer, electric motor, sprinkler, irrigation system
* miscellaneous hand and power tools for turf maintenance, carpentry, painting and plumbing
* janitorial equipment including vacuum, mop, broom
* power and hand pesticide sprayers.
ACCOUNTABILITY
The Maintenance Crew Foreman shall be accountable to the Mayor through such chain of command
and such officials as the Mayor may from time to time direct, including the City Administrator and
Public Facilities Manager. Among the responsibilities of this position are:
* planning department projects and operations, determining the appropriate equipment and
manpower to use for a given job, estimating a time of completion
* prioritizing projects as they are assigned based on relevant information, scheduling them
according to urgency, communicating this information to employees and contractors, other
departments and to the public
* assigning daily tasks to employees, assessing the best employees and equipment to utilize for
particular tasks, addressing problems as they arise on site, clearly explaining tasks to employees
* preparing reports as needed, including time distribution sheets and job cost reports
* providing general supervision to public works employees, answering questions and helping to
resolve problems, maintaining high morale and sense of accomplishment among employees as
they perform duties
* monitoring the amount of time spent by personnel on a given task or project, verifying employee
time sheets, confirming and approving overtime, coordinating comp time and vacation time
* maintaining liaison with other departments, the City Administration
* communicating with employees and superiors regarding Public Works Department operations.
KNOWLEDGE, SKILLS AND ABILITIES
While requirements may be representative of minimum levels of knowledge, skills and abilities, to
perform this job successfully, the incumbent will possess the abilities or aptitudes to perform each
duty proficiently, to include the ability to:
* ability to read and interpret engineering drawings and maps
* comprehend technical instructions and repair manuals
* ability to communicate effectively both verbally and in writing
* plan, organize, direct, coordinate and evaluate the work of subordinates
* operate all light and heavy equipment used by the City
* establish and maintain effective working relations with subordinates, superiors, and other department personnel and the public
* gauge project progress and make adjustments to meet deadlines or adapt to changing conditions
in the field
* determine line and grade for street, waterline, sewer, drainage and/or park projects from
construction documents and/or survey notes
* exercise good judgment and make decisions without supervision
In addition, the Maintenance Crew Foreman must have:
* demonstrated knowledge of the methods, procedures and equipment used in the repair and
maintenance of public works improvements
* knowledge of modern supervisory principles and practices
* knowledge of occupational hazards and safety precautions applicable to public works projects
WORKING CONDITIONS
The Maintenance Crew Foreman may work either indoors or outdoors as required. He/she may
need to work in confined spaces and will be required to work on ladders, inclines, and in noisy work
areas. Exposure to hazards is commonplace. Among the hazards encountered are dampness, direct
sunlight, communicable disease, machinery or its moving parts, dust, pollen, epoxy chemicals, insect bites or stings, liquid chemicals, noisy work area, noxious odors, and smoke. Additional hazards encountered may include open trenches and exposure to solvents and chemical fumes such as chlorine, ammonia, and hydrogen sulfide. Use of a respirator and protective clothing may be
required to perform various elements of the job. Protective clothing required for completion of some job requirements may include steel-toed boots, rubber boots, rubber or plastic gloves, safety
equipment, safety glasses or goggles, ear protection devices, hard hats, reflective safety vests, and/or other specialized protective equipment. All protective clothing and safety equipment shall comply with OSHA and WISHA standards.
PHYSICAL REQUIREMENTS
The Maintenance Crew Foreman must be able to perform the bona fide occupational qualifications of the position with or without accommodation. If accommodation is required, the employee must

The employee must have the physical ability to perform manual labor such as digging and shoveling. It is required that a Maintenance Crew Foreman be able to bend, climb, kneel, lift up to 100 pounds, pull, push, reach, stand and/or walk for long periods or under adverse conditions. The Maintenance Crew Foreman will be required to drive City vehicles, operate heavy equipment, and use hand tools. He/she must have the overall stamina and ability to perform moderate to strenuous physical activity, including:
* ability to stand or walk for long periods of time
* traverse rough terrain
* work in or over water
* work at heights or on a scaffolding
* lift or carry up to 100 pounds.
Job requirements include a need to climb, bend, and work in tight or confined areas. In addition,
close vision, color vision, depth perception, and far vision are essential to performance of the
position. Corrective lenses may be utilized. The incumbent must be able to hear alarms and have the ability to audibly identify the presence of a danger or hazard.
The Maintenance Crew Foreman is required to have the ability to:
* lift his/her arms above shoulder level (i.e., working on the underside of vehicles)
* perform continuous or repetitive arm/hand movement
* perform fine, highly controlled muscular movements to adjust the position of a control
mechanism
* perform precise arm/hand positioning movements and maintenance of static arm/hand position
* accomplish skillful, controlled manipulations of small objects
RECRUITING REQUIREMENTS
* High school graduate or equivalent
* Valid Washington State Driver's License (Class B endorsement)
* Washington State Water Distribution Manager I Certification
* Some training in chemistry, biology, process control and mechanical and electrical maintenance
desirable

Any combination of experience and training that provides the desired skills, knowledge and abilities.
